Thank you for the video! Yes. Merchant civs can buy stuff from the nations they are at war with. That is their thing.

Out of curiosity, did you start this on the beta patch, or just play from the release? Because I had that issue with trespassing in a vassal's territory too, but it was definitely on the beta. If it is an issue still, I feel like it should definitely be reported, because no way is it supposed to work like that. It's make vassals way more of a pain than they're worth!
