So you pay $400 per 1 motorbike before entering Thailand, am I right?

I didn't - to get around this I got bike transported on a truck into Laos and entered Thailand from that border (from Laos) as they don't ask for that $400 permit there. Also entered Thailand from Cambodia later and they didn't ask for it there either. I think it's only on a Myanmar - Thailand border that asks for it

I can't remember who as it's been too long ago but when I was looking for information about that border for example from other people who recently crossed with motorbikes that's what I've been told. That was over 2 years ago though so I don't know if anything changed since then
