Is Tokyo a city or like a region/state and Waseda is a city within that region/state?

Tokyo is actually more like a state. We call it "prefecture". And there are cities in Tokyo prefecture plus 23 wards. Mostly when people talk about Tokyo, it's quite likely they are talking about these 23 wards. Each of the wards is as big as a city like Shinjuku ward and/or Shibuya ward. And Waseda is a name of an area in Shinjuku ward.
