Why does the London bus companies still use " single level" buses.

I am not exactly aware of the exact facts why this is so, but in my opinion the logical explanation is that these routes are not very busy with passengers and also from a financial point of view single buses are much cheaper to make respectively than the doubles.

Because some routes don’t carry that much passenger and also some routes pass under low bridges that double decker can’t fit
