Because BMC is the most corrupt and incompetent municipal body in the whole wide world. As much as BMC is corrupt us Mumbaikars have also gotten used to this corruption and have adjusted with it. None of our political leaders want to tackle the corruption in BMC because either it used to be a source of political power or dirty money, both of which our political nincompoops can't give up. The sad reality is that if a non-corrupt educated(or not) individual wanted to run for elections he would lose because Mumbaikars still vote(even if they won't admit) largely for the party and not for a candidate. That would have been fine if they were voting for party for its long term vision but we vote these political parties due to affiliations such as caste, language, or religion, accountability and development be damned. So there you go all your questions answered.
