I believe that, due to its small size, Uruguay has not developed domestic flight traffic. This greatly limits the total number of flights from Montevideo airport.

Uruguay has 4 million inhabitants and its capital 2.7 million in the metropolitan area (1.6 million in the city of Montevideo)....
