I visited Azerbaijan earlier this year and it is not that cheap if you want to stay at a decent place. My first recommendation is to stay and eat outside of tourist areas...not far but a little outside where you can walk to the tourist areas but aren't on the main road itself. Fast food on a side road is much cheaper than old city or the Nizami area. 3-4 days (i.e., 3 nights) are more than enough for Azerbaijan which is a small country. You may want to book some of the tours to get out of Baku as well. These range from 30-80 manat and some even have a complimentary evening city tour included which is fun. Most of Baku's interesting monuments can be visited on foot if you're good at walking 10-12 km in a day (3-4 hrs). Stay close (but outside) of the old city in some of the smaller streets. I went from GCC and spent around 1.2 lac PKR for the entire trip (independent room, 4-star hotel, 2 full day out-of-city tours). I do not recommend a trip being too frugal because then it takes the joy out of it. My mantra is use traveling as a motivation to find a way to earn extra money to fund these trips. If you work part-time online and earn even just $100-$150, you can travel every 6 months.

One of them threatened to take me to jail, long story short at the end they deleted all my pictures. After that, I decided never to visit Iran again.
