I think TIO aka tall mr. P is beginning to use force to get people to join him. In the video of Glenn's theme uploaded on KZbin there was a secret scene where TIO gives Glenn an offer and he refuses, then TIO uses a monster to attack Glenn. I think he might have done the same thing to Fergus. Maybe he realized that manipulating people is not worth it after the player beats him in chapter 12
