Her hair doesn't even look good or unique, there is no reason why it should cost that much. I once got my entire head bleached and dyed neon green, that was 160 dollars I believe. They also trimmed it, styled it, and used two hair masks after, and she gave me a bottle of the neon green dye so I could do touchups at home. I do my own hair now and it costs 30 dollars every 2-4 months. The dye is 20 dollars and the bleach is 10, the dye lasts a while because I only do the front section of my hair. It looks damn good!

The highlights are too cool for your complexion. You'd benefit from warmer tones, and also starting from the root. Balayage is a waste. It works here bc the cool tones would look even worse right against your face, where as warm ones would look pretty.
