Perennials are plants that live longer than 2 years, so if you plant it in the spring of one year, you'll have it grow back the next year and the year after next at least, typically they'll grow back every year after planted.

generally yes most plants will grow back but the key difference it that a perennials are the same plant that continues to grow. Annuals are plants that are new every year and produce seeds or other things that grow the next year. There are also biennial plants that grow for two years to complete their life cycle.
