I personally would bring kizaru and mihawk down to S tier I fight think they belong in the same tier as the other god tier also I would bring Down luffy to A tier he just doesn’t hit hard enough even with all his dupes

Yeah some could be swapped around but as the meta shakes out some will rise and some will fall. U might be sleeping on Luffy, my luffy can take down Mihawk in a single hit. But his passive really holds him back so I can see him being A tier to some people.
