It sounds like Akumo is unaware of the way that Saiyans use Ultra Instinct. Saiyans can't use the technique in their base form, so they transform into a state that CAN. Ultra Instinct is only a transformation for SAIYANS, and a technique for everyone else. Just like how God Ki doesn't come naturally to Saiyans, either, but the SSG form makes it possible to use the stuff. Akumo is unaware of the true nature of the S-Cells in Saiyan blood: whenever a Saiyan's power is pushed to the limit, and they need a new ability, the S-Cells create a new transformation that can use that ability. That is the True Power of the Super Saiyan: it never stops evolving.
