I like the guide with the memorable acronym (you'll figure it out from the capital letters). Every city, or even part of a city, should have a location that acts as the centre for: Social (such as a tavern), Political (such as administration or nobility), Economic (such as a marketplace), Religious (such as a temple), and Military (such as a guard post).
