In some texts type 3 special majority where 50% state ratification is required is mentioned and in some other texts MORE THAN 50% states ratification ... My query is which one is correct? Currently, we have 28 states then number of ratifications by the state required will be 14 or 15?

Sir, Special majority type 1 lets assume 245 total strength, 50% is 123. Now out of 245, only 220 have been present and voted. 220 x 2/3 = 146. Now, 123+146 = 269. it exceeded the total strength right?

If total strength is 245, then 50% is 123 . Put it side. Assume out of 245 members , 50 are absent , 45 are not voting .so present and voting are 150(I.e 245-50-45=150) Out of 150 2/3 majority is 100 . Even if 100 members are approve . Bill will not pass bcs total majority is 123 . Both condition should satisfy that's it
