I have a problem with mulch in vegi gardens especially living in country areas. Mulch will quickly be inhabited by every known pest in your area which may be unseen and destroy plants overnight, while increasing the need for any type of pesticides or control. Secondly : the use of rain water in areas that rely on it is " NEVER " used to grow almost anything except your children.

Depends what you are trying to achieve. If it's a garden bed I would probably plant a green manure like clover instead, it helps suppress weeds, has flowers that bees love and fixes nitrogen in the soil so helps other plants. But anything at all is better than bare earth.
