No publication of such data is done by country specific authorities & it basically depends in which part of the sea the infrastructure is gonna built from territorial to EEZ the country have the authority to mark these underwater obstructions into nautical charts and the same will be displayed at ECDIS and at High seas ISA (International seabed authority) may be involved in the marking of such obstructions on nautical charts

There is a ERRV (Emergency response & rescue vessel)) deployed outside the safety zone monitoring the vessel movements and pollution Watch he is responsible to alert the vessels encroaching the safety zones deliberately and record the encroachment data to report to relevant authorities apart from it this ERRV has been equipped with FRC & Daughter craft which can in the case of emergency carry out rescue operations within this 500m zones and transfer victims to the ERRV then they can be transferred to a place of safety
