He is on a similar boat with Zenkai LF Vegeta, where they would seem okayish on paper, but then their lock-ins combined with their element advantage against the top meta units boost them up in usage by a lot. Unlike Zenkai LF Vegeta, though, this guy's plat is still nowhere to be seen. Whether VB's second reign is to come depends on if he'll get an old-style plat with primarily base stat increases, or a new age plat that basically gives him a _fifth_ unique(or more like a fourth unique, seeing how his Zenkai uniques are).

The devs really should look up ssj4 goku pur fusion zamasu fp frieza or even the ssj goku from the broly movie.
