With regards to the Power Up augment, that information should be included in the text section of the augment. It's not intuitive to know that this is a risk free choice, I have the same thoughts when I see it, and there is no easy source of information to verify your concerns. Would it not make sense, if you receive the questions constantly, to translate the answer into the playing experience?

what do we learn? Tear/Shojin is still way to important. (im waiting for the day when it just gets removed, and the max mana of the supposedly carry caster gets lowered...). and Garen/Ambessa will be thrown in every comb it looks like. is Emissary to good/easy? just play it every time?

I do agree that tears are important in comps that wants tear. And crit clove is important for Ambusher. And belts are important for Brusers. But remember, we also have Nashor - a spell caster mana item that doesnt need a tear. (Attack speed = mana)
