If the tablet runs Windows, then yes. u-center is only available for Windows.

Is it realtime updating the route or after completing ride do we have to enter the data log to ucenter software ?

Both options are possible. Receiver output data can be monitored / mapped in real time, or logfile can be recorded and played back. In either case, u-center or any other suitable mapping application could be used.

Wheel ticks are not needed?

The NEO-M9V module is able to operate with wheel ticks ("ADR mode") and also without ("UDR mode").
