Industrial zones typically can be taxed higher and I find that around 14% is great for struggling cities. It's better to actually tax less as long as you make money. When making new zones you want to tax less to get more development faster. The best rule of sum is to tax when you need money and cut taxes when your people are unhappy. If I leave my city running over night then I typically cut taxes and wake up to a lot of money and I'm sure it will be 2050 or some crazy year.
