At 1:58:25 how is he doing the multiple target damage as a rogue? Is that an ability or potion or what?

I haven’t played in a while so I’m not 100% sure but I think that’s the Blade Flurry ability

Yes blade flurry allows you to hit another nearby target for a few seconds. Works like automatic cleave after activated.
