I uncap my fps, download park control, get an adblocker, turn off auto-detail, shadows, and high resolution . . . AND MY FPS IS STILL 60 WHY

Because you're using an HDMI connection, probably. A lot of HDMI cables only allow for 60hz. Also, if you have a PC, try connecting your display directly through the graphics card instead of your motherboard's I/O shield. Some of those are really goofy too :>

… uncapping doesnt change the refresh rate it only changes the fps and without a monitor that can’t support a 120hz + display your only running your monitor at 60 it displays a higher number the only thing that changes is how smooth it feels, uncapping allows the maximum amount of information to be shared from your pc to ur screen it just insures you won’t skip frames
