President Rodrigo Roa Duterte named five officers of the Philippine National Police (PNP) linked to illegal drugs and relieved them of their position during the 69th Founding Anniversary of the Philippine Air Force (PAF) at the Haribon Hangar inside Clark Air Base, Pampanga.
The President said that police officers who involved themselves with illegal drugs have contributed to the deterioration of law and order in the country, and labeled their action as treason.
“I am compelled by my sense of duty na sabihin sa inyo lahat…I’d like to name publicly General Marcelo Garbo, he was a protector of the drug syndicates in this country. General Vicente Loot, who is now the mayor of…one of the municipalities of Cebu. General Diaz, the former Regional Director of Region XI. General Pagdilao, former Director General NCRPO. General Tinio, former QCPD Director,” the Commander-in-Chief said.
He added, “I do not necessarily humiliate people. It’s not my practice, pulitiko ako eh.”
The President also sought the help of the Armed Forces of the Philippines (AFP).
“Let me be very, very clear. I have called upon the Armed Forces of the Philippines. Masuwerte ako kasi si Presidente Arroyo, during her watch, raised the level of the drug problem as a national security threat. And therefore, paving the way for me to ask the Armed Forces of the Philippines, Air Force, Navy, Army to help in the campaign.”
President Duterte also clarified his message regarding the killing of criminals.
“Alam mo pag nagsabi ako, shoot to kill, it means to say that when you are there, hunting for the [i****] and you think that there is a fight that could result in your demise, then why would you die? Shoot first, but only when you think that your life is in danger.”
Present during the event were National Defense (DND) Secretary, retired Major General Delfin Lorenzana, PNP Chief Ronald Dela Rosa, and AFP Chief of Staff Lt. Gen. Ricardo Visaya.
At the beginning of the ceremony, the PAF 710th Special Operations Wing (SPOW) demonstrated their crime-fighting capabilities through a mock siege of a drug den by their reconnaissance, sniper, assault, air strike and airborne units.
President Duterte also led the presentation of awards to 14 outstanding PAF members and watched the parade of PAF officers and the flyover of several aircraft divisions, one of which made a formation in the shape of the number 69.
