Since the rays didn't converge, the image is never formed on the other side of the lens. Instead, they can be traced backwards to a virtual image

Diverging lenses have negative focal lengths. They can only produce virtual images, which have negative image distances. The only way to always get a negative image distance, regardless of the object distance, is to have a negative focal length.
