Depending on where you are, there are a variety of codes & signals used to indicate emergency responses. Such as Code-3, 10-39 & Code-Red all meaning an emergency requiring lights, sirens and get there as soon as possible. If I had to guess, I would say this was an officer in trouble call. Which is basically an all out, everyone who can gets there as fast as possible (or faster) because an officer needs immediate assistance. Every cop within radio range will respond like this.

Most places I've seen Code-1 means routine response. Code-2 means expedite but no lights or siren.

You are right, code 2 means respond quickly, no lights and sirens. I think people are watching too much GTAV police mods and assuming they know what they are talking about.

In Glynn County, Georgia the fire department also had a volunteer crew. This is coastal Georgia and includes Saint Simons Island, Sea Island and Brunswick. The volunteer dept was 55 personel. Aside from a little bit of training, the volunteers were allowed to have a red light and siren, in their personal cars. Can you guess where this is going? Pretty soon, these volunteers are speeding, code 3, down busy streets in the city of Brunswick, to pick up their kids or just for fun. Saint Simons is a very congested Island year round. Often grid locked in the summer. A genuine problem, except if you have a code 3 set up in your personal car. Complaints poured in and the volunteers had to remove the lights and siren. 40 of the 55 quit.

You *CAN*, meaning that you're capable of going over 10 if you have to, or you can go 80MPH or maybe even 35. It all depends on, situation, environment, and people/cars around you.
