Hi Coach Alexander, I think the reason for management's low interest and commitment to support a separate M&E with enough encouragement, legitimacy, credibility and funding can be due to DUPLICATION of M&E roles on the project or program with the extensive duties/responsibilities of the Project Manager and Project Team who are highly specialized with every step of Project Management that already includes Monitoring and Evaluation.
