Ajit Agarkar cannot be considered a legend. He was a decent bowler, but not that good with batting. If you compare him with India's current bowling all-rounders like Jadeja or Axar, you can see that Agarkar was a below-average player. The only reason he got many opportunities in the Indian team was because India didn't have proper all-rounders at that time. It's similar to how Parthiv Patel played many matches for India after making his debut at the age of 16 until MS Dhoni came along.
