Canary was pretty well balanced for Injustice 2. If you took her how she is and threw her in MK, she’d be a top tier easily, but the relative power levels of characters in injustice are a lot higher, especially considering that she struggles with zoning which is a valid gameplan for almost every single top tier in this franchise.
