Question: does anyone know why you start row one with knitting three and start rose two and four with only knitting two?

Because on row 1 you are knitting the 2 garter sts at the start and finish but also knitting 1 st from the lace pattern so that means you knit 3 sts but on the other side there are only 2 garter sts beg and end, so that 3rd st is a purl st.
