I've already got a theory: note that Ramsbottom had retired back in DM3, so why is he back now? He has all of the knowledge of the AVL, so he would make the perfect inside guy to release the new villain, and to take down Gru and Lucy. Kind of like how the bank teller from the Bank of Evil was conspiring with his son Vector to sabotage Gru.
