Honestly I think swimming should be an option but it has a stamina limit And ice beam should be an option

and when running out of stamina you black out the same way you do when losing a battle. Problem is that there’s no Human Center to respawn at, lol Not a bad idea though. Surf HM is aquired much later in the game, giving you enough time to use the swim mechanic to reach places as far the stamina meter can take you. Surf-required areas could be a city with a gym or islands with a bunch of late in game pokemon as well as items. You could also head back to where you could only swim before and use Surf there to progress further.
