for transmitting the address via 8286 , we need three 8286 octal bus transceiver because the address is of 20 bit ?

8286 doesn't transmit address 8282 does. 8286 transmit data that is 16 bit hence only two ICs required

It has nothing to do with number of pins. Two pins are used for connection. Internal design of 8284 is such that it divide incoming Freq by 3
