What is 86? (Detailed setting) 9 years before the first episode, the Republic government, cornered by the Legion's invasion, enacted the Wartime Special Peace Preservation Act based on Presidential Decree No. 6609, and designated colored people living in the Republic as enemy citizens and stripped them of their citizenship. The purpose of this was to solve the resource shortage by scapegoating the colored people, who are a minority in the Republic (20% of the population), and at the same time to avoid military service and tax increases for citizens. The colored people are supposed to be informants of the Giarde Empire, but it is based on blatant racism, in which colored people from the Republic are expelled while white people from the Empire are not considered a problem. The definition is quite strict, and if you have even a small amount of colored blood, such as half-breed, you will be 86. Most white citizens accept the bill. When the policy avoided military service and tax increases, it was even praised as a "humanitarian" measure. There were a few opponents, but as soon as a trend arose to shift the blame for the defeat of the Republic, the "superior race," onto the 86s, eugenics and discriminatory attitudes quickly spread, and the policy was completely justified. As of episode 1, there are almost no Whites who question this. The concentration camp in District 86 is surrounded by minefields and barbed wire, with Legion-controlled territory in front and Republic fortresses in the rear, making escape impossible. Inside, there is only minimal food and medical facilities, and all power is managed by the Republic. Inside, there are constant quarrels between the 86s, and the poor conditions make it nearly impossible for the elderly and infants to survive. Tens of thousands of people enlist in the military every year, but less than a thousand are alive after one year. The Republic government publicly declared that it would return citizenship to the 86s and their families who had completed five years of military service, and many adults fought to get their family members' citizenship back, almost all of whom were killed in battle two years after the start of the war. As of episode 1, there are no adult 86s, with the exception of a few with specialized skills (such as mechanics). The 86s of the youth generation realized that the return of their citizenship was a lie after the deaths of the adults, but there were no longer enough people to rebel, and they had no choice but to fight to protect the 86th district on the front line. They barely managed to maintain their dignity as humans, with the pride that they were true citizens of the Republic who fulfilled their role in national defense as their last pride. The 86s of the protagonist's generation, who were left behind after these young people were killed in battle, have little self-consciousness as Republic citizens, and their only identity is to "fight until the day they die in battle." As for military service, less than 1% survive the first year. Nevertheless, the 86s who survive five years of military service are given a "special reconnaissance mission" deep in the Legion-controlled area, and are exempt from military service upon completion of the mission. In reality, there are absolutely no survivors from the Legion-controlled area, and they are effectively disposed of, that is, liberated by "death."

Not to excuse the monstrous things Uncle Jerome is complicit in, but what I find really interesting in his character is that if you look at it, his real contempt isn't directed at the Eighty-Six (and I kind of read that there's still a part of him sympathetic to Vaclav and Lena). His real contempt is directed at the citizens of the Republic and its government. It's kind of funny, because unlike Lena he has actual power to do things, but he's also shackled by the idea of loyalty to the will of the people and the nation, even if that will is directing him towards something monstrous.
