For someone who SAYS he wants them to return, he's behaving in the opposite way. Deadbeat dads are the same the world over. I had an ex who was so similar - pretended to be a "good dad" but when it came down to it, the clubs and hanging out with his pals were more important to him and he didn't actually make any effort to be there for his kids or do anything for them, substantial or not.
