Baby no body but Chad Michael’s was going to win AS1. It was scripted that way. She had the best track record (which, btdubs track records don’t mean shit anymore if it makes good tv) on season 4, but Sharon had to win because she was the “underdog” and phiphi was the “bully”. Don’t believe me? Look at season five. Alaska was the clear front-runner, but jinkx was the underdog and roxxxy was the bully. That’s why Alaska was the winner of AS2. Not to say the any of the winners didn’t earn their crown in their own right, but story lines and potentials for Emmy’s will keep the rating making queens safe.

Nobody has said Tyra didn't win, Raven is literally captioned as "1st alternate". When a Queen is unable to fulfill her duties the first runner-up can (and should) fill in.
