So basically it means that if a lamp is rated at some voltage lower than that of the battery , it will operate on that voltage and will give the remaining voltage to the end of circuit or somewhere else (like in this question, the lamp was 12V but the battery was of 15, so the lamp will operate on 12 only instead of 15.

@@TEAM-BRAHMA this is a really good question actually, thanks for asking! Let me clarify: In this question the lamp was operating at a different voltage because of the resistors. Otherwise the lamp or any other device will always operate at the voltage of the battery (if there are no other resistors or components).
