I think this system sounds like it could be a great tournament game. No net listing, no meta chasing. It's you versus your opponent and may the best player win. Now that sounds like a real test of skill!! I can see why a lot of folks wouldn't want to play it: no meta to chase, no new releases to buy up and spam, no ITC/LVO lists for you to copy. This a real one's game.

On the degrees to which tournament play could work, tracking your expenditure through the course of the tournament would be a fantastic balancing factor and really interesting way of linking your performance throughout the day.

Sounds like I can rewrite the background were a star empire send a battlegroup BUT they still have to operate within the confines of the navies budget or the senatorial committee will be not too happy about the navy Willy nilly moving ships about at will. Say I can move 3 patrol cruisers and their task force of 4-6 escorting destroyers to secure a shipping lane and chase off pirates. Commerce is allowed to go unhindered, diplomatic ties may of been made, trade deals negotiated and thus budget to send those ships was worth it.
