Добрый день. Это советская кукла из серии "Дружба народов". Выпускалась Московской фабрикой сувенирных и подарочных игрушек (СиП). Роспись лица у них ручная. У вас более ранняя версия, они шли с мягким телом, в дальнейшем выпускались полностью из пластмассы.

Actually at first I thought it was wax . Maybe that is what they were trying to do .
