Actually it could happen like this as his legal guardian was involved but it wouldn't be called adoption. It would be adding a legal guardian. Adoption generally isn't done when the parents are fully capable of being a parent but someone can be added as a guardian. So If Tony adopted Peter it would remove aunt may as legal guardian but adding Tony as guardian gives legal rights to both of them
