They have to take into account all the bikes on the grid. The Ducati certainly has more top-end power but it's Bautista that's making the difference. His 15kg weight advantage is huge but the series only has a minimum weight limit for the bike not with the bike/rider combo.

Yg luar biasa itu justru bautista,,,motor yg susah nikung aja masih bisa di stabilkan di belakang toprak,,,wlupun power ducati besar tapi race ini bukan lah drag race yg jlan nya lurus trus...jdi power besar pun klo yg bawa gak bisa menstabilkan motor juga percuma,,,yg justru skill luar biasa ya bautista mampu menaklukan ducati yg susah nikung,,,sama hal nya dgn stoner di motogp...

THe Duci just has so much dominate straight line speed it is almost boring once he gets P1, so maybe they allow wins in superpole keep fans hopeful and to stay in trak lol. MAYBE
