DJT's failure to examine the service of individual DEI hires for merit prior to the collective punishment by Executive Order, establishes an unconstitutional "taking" with prejudicial motive against all minorities. This charge of prejudice is well supported by his cavalcade of bigoted statements regarding Latinos and Muslims. If any liability for discriminatory hires is found after due process, the penalty accrues to the federal HR department, not to the person that was hired.
