Are there new constructions that allow full customization of layout and interior? Are there vacant residential lots in east roseville?

There are, but that would be more of a custom product. Here in Roseville there is a lot of customization with interiors, but not so much with the layouts. Yes there are vacant lots here and there, but not many on market at the moment.
