Its definitely op that you can fly around and homing rocket everyone with the best rockets in the entire game and the only thing able to dodge is a jet which is super expensive. The new players dont get to play heists because people only want experienced players, so they just get killed all day long trying to earn a tiny amount of money if they're allowed to succeed
