he isn't fluent, he said in a recent vlive that he tried topik and had almost everything wrong :D but he can communicate and say what he wants to tell. i think the best are either bobby or jinhwan. bobby lived in the states but sometimes he has a very weird accent and we've seen in a vlog that jinhwan always studies very hard
