At the first stage when potassium ions are actively transported every 3 sodium ions out is equal to 2 potassium ions in this causes the axon outside the membrane to have a higher or more positive charge when compared to the inside.Then when we diffuse out potassium ions through the ions channels we are essentialy repeating this but with potassium ions being diffused out rather than in. Not only that but,As potassium ions diffuse out a faster rate than the sodium ions entering this creates a polarized difference as more positive ions are being diffused than taken in. So basically the first stage is a just a temporary balance of charges and the 2nd stage is to make the outside and inside of the membrane polarized thus returning back to its original stage
