is there a way to make an underskirt for a dress with a slit?

We haven't had an experience with any. The idea of a split is to see your leg, so the traditional ones wouldn't work. Some suppliers now do ones for slits so the layers are around the side and back

If you take the underskirt off for reception, would that mean your dress would then be longer? Do I need to make alterations for the length?

It depends on how big the underskirt is (hoe many hoops etc) as this will lift it more.
