responsible fo 3 percent of the emissions - what are the remaining 97 percent??? Why iming to kill a fly when there are bigger targets to go after at the very first place?

as for nuclear power - I doubt so, but it is possible. There was a ship -Savannah - that wa supposed to be the fist on of a huge fleet o nuclear powered merchant ships, however, it failed as more and more ports rejected to harbor it. Check that out. Nowadays the only nuclear merchant ship is the Russian ship Sevmorput. It is to be noted, however, that several shipbuilders intend to use the 4th generation small modular reactors for the future. Obviously, since the Savannah (built in late 1959) the technology developed in a way that nuclear propulsion no longer represents a threat - cannot cheatalmost 65 years of evolution.
