A million wells for Bengaluru - reviving the shallow aquifer

Very good direction for rainwater harvesting obviously, but concrete? I have heard very terrible things about sand mining, you know? Could recycled concrete or some other better materials be used? Especially when SO MANY wells are being built

Why filtering strom water if the well is used for non potable purposes ?
