The white powdery undereye was a thing of that time. I believe it's something like the Laura Mercier HD setting powders that got released and make you look FLAWLESS on video, but reflected light badly when faced with flash photography. There were loads of celebs around that time who had unfortunate makeup mishaps with glowing white jawlines, undereyes, around the nose (there's one of Nicole kidman with this same issue where it looked like she snorted some magic powder in the bathroom).
