Certainly they do that not for free, they need pay back, for those countries who do not have the ability to pay in cash for the moment, letting the Chinese operating these infrastructure for some years to pay back the debt. Furthermore, infrastructure is the base of economic development, it is a better idea to welcome the Chinese to invest in their country than waiting the west to give the aid or doing nothing and keep poor...
